(CNSNews.com) - President Bush Monday bypassed Congress and appointed John Bolton as U.S. ambassador to the United Nations with the goal of helping "the U.N. reform itself." For four months, Senate Democrats have blocked a job change for the undersecretary for arms control and international security. The anti-Bolton push ramped up again last week when it was revealed that Bolton answered a question inaccurately on a form submitted to the Senate in March. But Bush gave Bolton a recess appointment, a procedure that allows a president to fill a vacant job when Congress is not in session. Lawmakers left for vacation last week. The move allows Bolton to stay in the job without the usual Senate confirmation until the end of the current Congress in early 2007.
