Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Bring on the Offsets, House Conservatives Say

Dozens of House conservatives will gather on Wednesday to suggest specific ways of paying for hurricane relief with "offsets" -- hundreds of billions of dollars in spending cuts to offset the cost of hurricane relief.
