Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. RE: The Blame Game

Actually, the primary responsibility does fall on local & state authorities. It's against the law for the feds to come in without the permission of the governor. The state of Louisiana had an evacuation plan, but for some reason, they didn't follow it. I believe when they investigate what happened, they need to start at the local level and move on up the chain because the feds coming in are the last resort, not the first.
