The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Mecklenburg Says 446 Ballots In Black Race Shouldn't Have Counted

RALEIGH, N.C. -- The close election between House Speaker Jim Black and GOP challenger Hal Jordan has taken an unexpected turn.

Election officials said nearly 450 ballots should not have counted in the race because voters outside Black's district cast them.

That could mean a new election, depending on what the State Board of Elections decides should happen. The board meets Nov. 28.

Unofficial results showed the four-term Democratic speaker leading Jordan by seven votes in the Nov. 7 election. But more than 130 provisional ballots still need to be counted.

Elections officials said some voters living in a certain Mecklenburg County precinct should have received ballots for a different House race.
