Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Arctic 'has 90bn barrels of oil'

(BBC News) - The Arctic is estimated to hold 90bn barrels of untapped oil, according to figures from the US Geological Survey (USGS).

The USGS says the area has three times as much untapped natural gas as oil.

Drilling plans in the Arctic have been controversial, with environment groups worried about the effect on wildlife.
