The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. The Democratic chairman of the House Intelligence Committee says President-elect Barack Obama should keep President Bush's intelligence chiefs for at least six months to ensure a smooth transition.

It's a move that would likely cause a revolt on the left.
