The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Lottery money shifted to bills

Perdue touts state's budgetary needs

RALEIGH (Winston-Salem Journal) - During her campaign for governor, Beverly Perdue often said she wanted to take extra steps to ensure that profits from the N.C. Education Lottery were spent solely on education.

She was worried that legislators might tap the ready source of cash for something else. And less than two months in office, faced with a brutal economy that's sapping the state of revenue, both lottery critics and allies say that she has become the prime example of her own fears.

Perdue said last week that she would use $87.6 million in lottery profits to ensure that there is money available in the state's day-to-day operating accounts to pay the bills through mid-April. Legislators who voted for the lottery law say they are frustrated by the decision, even though they know she made it while facing the state's worst fiscal emergency in a generation.

They are doing the same things with the lottery fund as they did with the highway trust fund in the early 90's: Divert it from its original purpose and pay for other stuff. Trust me, this diversion from the lottery fund will remain in place until the end of time.
