The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. (CNSNews.com) - Several members of Congress said they did not read the entire 1,200-page cap-and-trade bill, passed by the House last Friday, and some said the bill will have a devastating effect on the U.S. economy, particularly on the poor.
