The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Pollution Apology: Should America Take Blame for Global Warming?



(Fox News) - Secretary of State Hillary Clinton said the U.S. and other countries "that have been the biggest historic emitters of greenhouse gases should shoulder the biggest burden for cleaning up the environment and reducing our carbon footprint."
