Budget plan wins initial approval in legislature
It calls for $1B in new taxes, cuts to schools
RALEIGH (By James Romoser, Winston-Salem Journal) - The General Assembly has given initial approval to a state budget plan that combines nearly $1 billion in new taxes with spending cuts in public schools, universities and all other areas of government.
The $19 billion budget for 2009-10 was described by its Democratic authors as a frugal, balanced plan to cope with a recession-fueled nosedive in state revenues.
Republicans sharply criticized the plan, saying that the tax increases will worsen the economy and accusing the Democrats of exaggerating the size of their spending cuts.
The budget was approved along party-line votes yesterday in both the N.C. House and N.C. Senate.
A second round of votes is required for passage; those votes are scheduled for today.
