The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Obama Gives ‘Shout Out’ Before Commenting on Fort Hood Violence



"I want to thank my Cabinet members and senior administration officials who participated today. I hear that Dr. Joe Medicine Crow was around, and so I want to give a shout out to that Congressional Medal of Honor winner. It's good to see you."
