The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. White House Health Plan Details Emerge: Obama to Propose Limits on Insurance Rates



(Fox News) - A White House official, speaking on condition of anonymity because details have not yet been officially released, said the insurance rate proposal would give the federal Health and Human Services Department -- in conjunction with state authorities -- the power to deny substantial premium increases, limit them, or demand rebates for consumers. The president also will propose eliminating the so-called Nebraska deal and other special arrangements made to secure previous health care reform agreements -- including an additional series of measures proposed by Republicans to eliminate waste, fraud and abuse.
