The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. See the ‘Brutal’ Anti-Perry Attack Ad the Romney Campaign Mysteriously Pulled

The ad, which focuses on Texas Gov. Rick Perry, is characterized by Gawker’s Max Read as “personal and direct” — an accurate description to say the least.
