Mood Sour in Senate on Judicial Nominees
WASHINGTON — The weather outdoors is delightful in Washington, D.C., but little sign of a spring thaw can be seen inside the Capitol when it comes to confirmation of President Bush's judicial nominees.

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda.
