RALEIGH

A panel of state legislators is scheduled to meet this morning to discuss high energy costs, but it is already hearing howls about a recent increase in the state gasoline tax.

Bill Graham, a Republican fundraiser and a lawyer in Salisbury, said yesterday that he had gathered the names of 22,000 people who want to see the increase repealed. They signed a petition on Graham's Web site.
