Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Roosevelt often used the word "bully" as an adjective meaning superb/wonderful. The Bully Pulpit features news, reasoned discourse, opinion and some humor.

Cigarette tax rise approved in Senate

Panel will negotiate amount; money to go for children's health

WASHINGTON (Winston-Salem Journal) -
The Senate voted 68-31 last night to increase the federal tax on cigarettes by 61 cents, which would raise the tax on a pack of a cigarettes to $1.

The vote came a day after the House passed a similar bill to increase the tobacco tax by 45 cents, making it 89 cents a pack.

The exact amount of the increase will have to be negotiated in a conference committee before the final legislation passes, but both votes show political willingness to support a significant increase in taxes on cigarettes to pay for expanding health-care coverage for children.
