The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Local Pastor Refuses to Sign Any Marriage Certificate

WINSTON-SALEM, N.C. (Fox 8 News) - A local pastor is protesting North Carolina's marriage law -- which only recognizes marriages between a man and a woman -- by refusing to fill out marriage certificates.

Reverend Susan Parker said she has no problem performing a religious ceremony for people who want to marry, but she won't participate in any government function related to marriage.

"I would like for the government to get out of the marriage business entirely," she said.
