The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Business 40 fix delayed 3 years

(By Wesley Young, Winston-Salem Journal) - State transportation officials are proposing a three-year delay to the start of an extensive makeover of Business 40 in downtown Winston-Salem.

Officials said that because of tight finances, work on the project will not begin until 2018, assuming that the N.C. Board of Transportation formally adopts the draft State Transportation Improvement Program next summer. The draft plan, released yesterday, covers the 2012-18 period.
