The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Atlanta Teachers Cheated on Standardized Tests to Meet Federal Targets



(AP) - A yearlong investigation by Georgia's governor shows educators at nearly four dozen Atlanta elementary and middle schools cheated on standardized tests by helping thousands of students or changing the answers once exams were handed in.
