The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Chris Matthews: Nancy Pelosi Was ‘Strongest House Speaker’ in 50 Years
