Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Roosevelt often used the word "bully" as an adjective meaning superb/wonderful. The Bully Pulpit features news, reasoned discourse, opinion and some humor.

This is a tempest in a teapot. All this does is allow states to take control of their own land. It also allows private land owners to take some control of their own land. I know the idea of private property is anathema to many environmentalists, but there you have it. I would think most environmentalists would be pleased with this move. Local political and bureaucratic types are far easier to work with than the Feds.
