Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Roosevelt often used the word "bully" as an adjective meaning superb/wonderful. The Bully Pulpit features news, reasoned discourse, opinion and some humor.

Here's a new idea...

How about every menstruating woman must receive a government administered contraceptive shot once a month from puberty to menopause. Only after one, applies for, and receives a "parenting license" can you be free to menstruate and pro-create. (You need a license to buy a handgun, drive a car, get married, etc...it makes sense) The application will involve a standard criminal background check, credit report, psychological evaluation, and of course the license will only be issued to married heterosexual couples.

This seems like a good start toward ending the horrible practice of pre-emptive infanticide.
