As the World Wide Web currently works, computer users can receive a local gossip's blog at the same speed as any page provided by the biggest corporation in America. That egalitarian nature of the Web should not change.
Forces in business and politics may threaten that grass-roots equity in Web access, however. Telephone, cable and other Internet service providers want authority to charge Web sites for transmission on their lines, and the U.S. House has just passed a far-reaching telecommunications bill that might allow them to do so.
