The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. The state Department of Transportation is looking into why a state ferry was taken off its busy route, and cleaned and painted so officials could party aboard it during a recent tall-ships festival.
