Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Roosevelt often used the word "bully" as an adjective meaning superb/wonderful. The Bully Pulpit features news, reasoned discourse, opinion and some humor.

Steve opines: "So what? Is that supposed to mean his behavior is less reprehensible or that it is somehow someone else's fault? Does that mean Hastert is any less an idiot for letting this fester for months?"

No, Foley's behavior is still disgusting and Foley is the only one at fault for his behavior. I believe this particular article is suggesting that the people behind this blog knew about these sexual explicit instant messages for months but did nothing until 5 weeks before an election. Hastert didn't know about these instant messages.
