Al Gore Blasts Bush in SF Speech

Question for Al Gore: Did he believe the leaders of our nation should have been held accountable when 739 people in Chicago died in ONE WEEK due to a heat wave in July 1995??? Some of those who died were buried in a mass grave. How about the 110 people who died in Chicago during the summer of 1999 due to the heat??? I don't remember Gore going around saying we need to hold the nation's leaders accountable.
