Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Roosevelt often used the word "bully" as an adjective meaning superb/wonderful. The Bully Pulpit features news, reasoned discourse, opinion and some humor.

He also used to submit ridiculous budgets and there was some question about how he used money from a federal grant for the locater bracelet program for Alzheimer's and dementia patients. Some of that money was apparently used for other things at Mountain Rescue. I don't think it ended up being a legal issue, but it was certainly questionable.
