Bully Pulpit

The term "bully pulpit" stems from President Theodore Roosevelt's reference to the White House as a "bully pulpit," meaning a terrific platform from which to persuasively advocate an agenda. Roosevelt often used the word "bully" as an adjective meaning superb/wonderful. The Bully Pulpit features news, reasoned discourse, opinion and some humor.

Obama administration floats draft plan to tax cars by the mile

(By Pete Kasperowicz, The Hill) - The Obama administration has floated a transportation authorization bill that would require the study and implementation of a plan to tax automobile drivers based on how many miles they drive.

The plan is a part of the administration's Transportation Opportunities Act, an undated draft of which was obtained this week by 'Transportation Weekly'.

The White House, however, said the bill is only an early draft that was not formally circulated within the administration.
